I had the Manifold heat control valve ( heat raiser) rusted tight on my Bombardier with a Chrysler 251 engine. Here is what I did to free it. Took about 15 minutes and it worked perfect.

Basically, its the candle wax trick for removing rusted (frozen) bolts/nuts.

Take a Oxy/Fuel Gas torch with a small tip and low flame. With surgical precision heat the area where the shaft goes thru the manifold. You ONLY want to heat it enough to melt wax !!! Dont overheat, if the shaft turns color, you have heated it way to much. Take some small birthday cake candles and touch the candle to the shaft/manifold joint. The wax will melt and penetrate into the shaft/manifold joint. Do this on both sides. Let her cool and do it again. Take care not to get direct flame/heat on the bi-metal thermostat. With a large pliers give the control a turn. If it moves, oscillate back and forward until the control is free. It may take a little more wax/heat. Good Luck
