This is the information that I have found so far. This is from the Ca. Vehicle Code. As far as the Assembly bill I have not found that yet. Maybe someone can help me there. More can be found at the URL posted. You can also transfer title without registration as title only transfer for $15. I added that information below. Best of luck, Jackson

Are any Vehicles Exempt from Reporting Operational Status?

Yes. Owners of historical vehicles, horseless carriages, and vehicles that are part of a collection and are not operated are not required to register or file for the non-operational status. (These vehicles are defined in Vehicle Code §§5004, 5004.5, and 5051.)

Other exempted vehicles include:

* Mopeds
* Vehicles with registrations which expire while in dealer or lessor/retailer inventory
* Vehicles with registrations which expire while being held for lien sale by an authorized towing company or parking facility
* Vehicles which are part of an apportioned or permanent fleet
* Special Equipment (SE) as defined in Vehicle Code §§245, 565, 570, and 575
* Unrecovered stolen vehicles
* Title Only vehicles that are currently located and registered in a state other than California

Legislative Findings

5050. The Legislature finds and declares that constructive leisure pursuits by California citizens is most important. This article is intended to encourage responsible participation in the hobby of collecting, preserving, restoring, and maintaining motor vehicles of historic and special interest, which hobby contributes to the enjoyment of the citizen and the preservation of California's automotive memorabilia.

Definitions

5051. As used in this article, unless the context otherwise requires:

(a) “Collector” is the owner of one or more vehicles described in Section 5004 or of one or more special interest vehicles, as defined in this article, who collects, purchases, acquires, trades, or disposes of ( )1thevehicle, or parts thereof, for his or her own use, in order to preserve, restore, and maintain ( )1thevehicle for hobby or historical purposes.

(b) “Special interest vehicle” is a vehicle of ( )2anage ( )3thatis unaltered from the manufacturer’s original specifications and, because of its significance,including, but not limited to, ( )4an out-of-production vehicle or a model of less than 2,000 sold in California in a model-year, iscollected, preserved, restored, or maintained by a hobbyist as a leisure pursuit.

(c) “Parts car” is a motor vehicle ( )3thatis owned by a collector to furnish parts for restoration or maintenance of a special interest vehicle or a vehicle described in Section 5004, ( )5 thus enabling a collector to preserve, restore, and maintain a special interest vehicle or a vehicle described in ( )5 Section 5004.

(d) “Street rod vehicle” is a motor vehicle, other than a motorcycle, manufactured in, or prior to, 1948 ( )6that isindividually modified in its body style or design, including through the use of nonoriginal or reproduction components, and ( )3 may include additional modifications to other components, including, but not limited to, the engine, ( )7 drivetrain, suspension, and brakes in a manner that does not adversely affect its safe performance as a motor vehicle or render it unlawful for highway use.

The 2006 amendment added the italicized material, and at the point(s) indicated, deleted the following:

Storage: Manner of Maintenance

5052. Except as otherwise provided by local ordinance, a collector may maintain one or more vehicles described in Section 5051, whether currently licensed or unlicensed, or whether operable or inoperable, in outdoor storage on private property, if every such vehicle and outdoor storage area is maintained in such manner as not to constitute a health hazard and is located away from public view, or screened from ordinary public view, by means of a suitable fence, trees, shrubbery, opaque covering, or other appropriate means.

Certificate Without Registration

9254. A service fee of fifteen dollars ($15) shall be paid to the department for a certificate of ownership issued without registration of the vehicle.

Transfer of Registration

9255. Upon application for the transfer of the title or any interest of an owner or legal owner in or to a vehicle registered under this code, or for which a certificate of ownership has been issued without registration under Section 4452, other than upon a transfer to a chattel mortgagee and other than upon a transfer to a transferee not required under this code to obtain the issuance to the owner of a new certificate of ownership and registration card, there shall be paid the following fees:
