When I first got my ffpw i needed a scale weight for getting the license. It weighed 4,910. I had it done at a certified scale. It did not have a winch but it was a complete truck with bed and spare tire.
Take the spare and winch off and you should be under 5K with out any problems. If your are worried about it, a feed or grain store should have a truck scale that would cost little to use.
