Are you sure it goes by the weight of the truck or the GVW? If it's GVW I don't see how you can get around that with a 1 ton PW. I would check with your BMV as to what they base the fees on actual weight or the Gross Vehicle Weight, which is what all trucks use in Indiana and most other states to my knowledge.
