Cab and chassis w/ winch, weight? '53 FFPW

I'd like to get her under 5,000 pounds for registration fees. The bed is still scattered all over the yard, and it weighs a ton- or 800 pounds, I hope. Then I'll build a very light weight bed- four 2x4s and a sheet of plywood. Do I have any hope, to get it under 5k, or would I need to remove the winch? It would save $75 per year, and two years of back credits, so It would be worth the effort, if possible.
