Accelerator pump is my guess.
Unless the fuel is evaporating out of the bowl...the accelerator pump sprays fuel down the carb just like dripping your gas down the carb. The old leather pumps tend to dry out over time. Most new ones are synthetic & aren't supposed to.
Try that...it comes in a carb kit but if you find a carb shop they'll likely give you one if you bring in a sample.
