Couple of questions first: Do you have a glass bowl on the fuel line/carb that you can see if there is gas there? Does your choke butterfly close COMPLETELY when in the closed position?

Check the butterfly first. Slightest gap can make it hard to pull the gas in. From there, may be a wore accelerator pump in carb, cracked line as mentioned or a pinched/restricted line. I also had a vehicle that had a air tight fuel system that would pull a slight vacuum and went shut off it would pull the fuel out of the bowl, back into the tank. It too stumbled on high RPM as it was fighting itself.VERY unlikely but it did happen on that vehicle.
You can always rig up a test tank in the engine compartment to rule out lines and pump by letting gravity do the work.
