25-28 feet lbs is correct, both civilian and Military manuals use this preload. Make sure you lube the bronze bushing before setting the preload. As Paul said, no felts seals or axles should be installed when setting the preload. The four steering knuckle flange bolts, lower cap screws should be tightened to 85 feet lbs before you set preload. When setting preload also tighten the steering knuckle arm screws to 85 feet lbs., then check preload

Wheather you use a bronze or the tappered roller bearing, preload is the same. 48 jeep trucks used tappered rollers upper/lower and required the same preload.

The pounding of the rollers into the lower cup is from the weight of the vehicle and road pot holes.
