Over this side of the pond we were always told to drive round with these clutches out and the cable ends lashed to the drum, in case anyone in the cab hit the lever and winched the front end in half. Seen it done, and not easy to fix ...
As long as the loose cable end is lashed it's no big deal. Never seen anyone keen enough to use the original drum wrap / cover though.
If you are on rough going and want to use the winch quickly you'll still have to knock it out to spool out the cable, so no time lost.
