I don't remember how often they changed the plates but it wasn't every year. They used to issue little metal tabs that were attached to the top of the plate showing the year. This was after the first year of issue which had the year on the plate. I have a YOM (year of manufacture) for my 47 PW and it's yellow with black letters and 47 stamped into it. I also have YOM plates for a 48 which also has 47 stamped into them but I also have the metals tabs that are attached over the 47 that say 48.
