For tax purposes, it's just part of my tree farm. 40' radius is as tight as the M35s can turn, so that's a limit I have regardless of laws. Actually the county here is just starting to institute road requirements for subdivisions, and only then if it goes to a separate piece of property. As for fire trucks at my place, there's absolute no way any county fire truck will ever try to go over there and put out any fire of mine anyway, so it doesn't much matter.
