Mountains...

I would suggest further North into the mountains. There's got to be tons of great off-road North of Redding up near Shasta.
The only complaint I've ever heard about Hollister is not enough trail riding. You're not going to find that down in the desert.
Maybe towards Tahoe?
Not my neck of the woods but if there was more serious off-roading...there'd be lots more participants.
That's what I hear from most of the not so vocal forum members!
