European gearboxes are the same way, i'm sure theres some text book answer to this, but i've always preferred this pattern, it ensures that you dont mis-shift from top gear to reverse and cause your tranny to explode.
It also makes it easier to get yourself unstuck in the mud/snow, the 1st to reverse transition is nice and short without the need to go through the gated-pattern.
