Depends upon what you mean by controls, which are often excuses for wealth redistribution.
There are two philosophies of economics, Individualism or Collectivism.
In one you rely upon yourself and take care of yourself, in the other you whine and complain about everything as you have your butt whipped and your mouth filled by others.....
The failed policies of collectivism are for those who do not the ambition to get off of their butts and take care of themselves instead of taking control of their lives and employment.
