I'd have to say that method is more unsafe than a dolly, or a too light trailer.
To flat tow, you need a vehicle at LEAST twice as heavy as the vehicle being towed, certainly not a 1/2 ton, unless you are flat towing a Yugo.
The flat towed vehicle has no brakes, the dynamics of a 4 wheeled vehicle is much, much different than a trailer. The first time you experience a true panic stop while turning a corner will find both vehicles in a nice tight little wad pointing in the direction from which you came, be careful out there!
