I've cleaned up a lot of sites and the way it works is this: The government comes in and tells you how it is to be done. You pay for that "service", which usually is in the $250,000 plus range. Then you start cleaning until test wells, soil samples, etc. and the government, say you stop. It's about $1,200 per cu. yard, most clean-ups with fuel tanks and or auto salvage yards on that amount of acreage, run several million dollars. There is no way in heck that ANY type of Super Fund or gov. assistance would come remotely close to covering the clean-up cost and if you have the government do the clean-up, simply triple the cost again. Anyone who touches that "site" is in for a huge rough ride.
My guess is that the owner was given a tiem frame to remove the clutter and take care of the toxic waste, he will probably bail if no one rich and stupid comes along.....
