PW trailering part 2

Thanks for all the previous info regarding the trailers.

I've got a 2003 V8 Suburban 1500 4x4 half ton, which by the book can trailer 7,000 pounds. I know the PW with winch weighs 6,000 pounds. If the trailer has surge brakes, does this effect how much I can pull? If not, then I would have to get a trailer that only weighs in at 1,000 pounds.
