Its very true that removing the fire fuels from the forest floor is critical. Its just as critical to remove as many branches up from the floor as well to eliminate the fire ladder.

Some of the biggest problems at Tahoe is that to remove dead, diseased, and dying trees involves a TRPA permit, which is very difficult to get because it impacts the view, and causes possible ground disruption and therefore causes runoff into the lake. Each tree would need to be permited, and many of these homes are just cabin owners, who really dont have much clue what a diseased or dying tree is.

Its just a tragic situation that will replay itself over and over and over again. Its part of natures way, and unfortunately we have to live with it. We can take measures to mitigate the damage, but we know that if we are in the Sierra, we will eventually have a fire.
