Stationary Cummins use a load governor. The governor is designed to hold the RPM's at design speed as load is added. Examples aree Generators, Pumps, Sweepers etc. There are injector pump changes and internal changes to make it right. The cost is overwhelming.

Automotive Cummins have a governor to limit max rpms to the design speed of the engine. And the Injector pump to operate over a total range of infinite speeds.
