M-37 gas gauge question

Last year, I ran out of gas with my M-37 because the gauge showed 2/3 full. Turned out, it showed this no matter how much gas was in the tank. I replaced the float sending unit and it worked fine.

That is until this, year, when it is doing the same thing. Someone mentioned earlier that this problem can be related to a ground. Where is the ground I should be looking for?

Does the sending unit ground through the screws?... because with the gasket there, it looks like the unit itself cannot be grounded. Or does the grounding occur at the gauge?

Currently, it goes to E with the ignition off, and goes to about 2/3 with ignition on...and nothing in between regardless of the amount of gas in the tank.
