A fan blade wrench is an offset 1/2" box wrench with a long handle. And a screwdriver handle on the end. In use, remove the belt, hook the wrench on a bolt head, and turn the fan blade- clockwise. Once the bolt is loose, pumping the handle in and out spins the blade.

Maybe you can weld one up? And maybe tape an opened up tin can to the radiator to protect the tubes? Or just a couple layers of duct tape.

Then the real PITA comes when it is time to get the bolts started in the holes. I would use a short stud to get the pully lined up to the flange hokles, then remove the stud and install the fan. Maybe you want to tape a bolt into the wrench? Or if you have little fingers....
