Powder is applied electro-statically. It's supposed to WANT to stick. But maybe there are some more waterproof than others? Or maybe oven temps are critical? Too hot effects the plastic, too coool and you have porosity? Tooo hot and the plastic outgasses, making porosity?

Manufacturers may use cheap stuff whereas aftermarket shops may want to maintain their reputations and use better stuff?

I know that water born paints don't fully crosslink into one homegenous layer of paint. The chemistry involved makes globs of paint suspended in water. Then, as it dries, the globs link to each other. Instead of one solid layer of paint, think of a bucket of ping pong balls, stuck to each other where they touch. Lots of water can filter through betweeen the balls. Good for wood, it lets moisture out. Not good for metals, it lets moisture in.

Bob Flexner wrote a book about wood finishs. I wish there was an equivalent book on metal finishs.

Jeff's post is the first I've heard of 'primer powder coat'. I think I'll go Google some.
