We custom built some bumpers for my 69, W200, about 2 years ago and had them powder coated gloss black.We do not have the harsh climate here, like Paul has, but, my truck does set out in the weather most of the time. so far, no rust or flaking has taken place.
With powder coating, the cleaning and preping is more important than the actual application of the powder coat. After we sandblasted my bumpers to clean bare metal, the powder coat folks did some type of cleaning also. Then, they applied a primer powder coat before the final black powder coat. It cost more to have them do the 2 step process. However, they told me the bumpers would look nicer, and, the finish would adhere better if the did that extra primer step. So far, I have been very pleased with how well the powder coat has held up.
If you go with powder coat, check on having this extra step done to your wheels.
