"Slightly above 12v" is just battery voltage. I'll bet if you close that contact in the regulator by hand, the voltage will drop, and so will the idle speed. It may be out of adjustment, which is done by bending the spring tab for more or lesser tension. Or just drive the thing, it will charge it self up. Then, when idling for long periods, occasionally give it some throttle knob from time to time.

I remember when my brother's truck had a bad regulator. No charging. So once a week I would bring it to the auto shop, and charge it up. It's starter would work for a few days, then he would hand crank it for a few more. Then I would charge it again for him.
