M37 / M43 - Rebar Loops Welded on Bumpers?

Hey guys, i've been trying to figure out how i should finish my bumpers on my FFPW, and going through a few pictures found on the showing M37's and M43's with what looks to be Rebar bent into a Loop or a U-shape, and welded to the ends of the bumpers.

Does anyone know what the purpose of these loops would be? Are they Tie Downs?
