I have been through this a few times. I asked the town about it on my first one. I had a 500 gallon tank at a 2 family house. town said as there was city water and sewer to just pump out the tank, cut big hole in the top and fill it with sand. Not every town will let you do this. I cut it with a sawzall. If its easy dig out I would remove it entirly. I have taken them to the scrap yard. They have to have a very big hole cut in them so they can see you cleaned it out. I cleaned the sludge out with tee shirts and burned them. its a messy business. Just don't get caught. Now in my state you would have to get soil readings. You should do it right anyway. Ihave contaminated water here at my house. MTBE in the water. I think a previous owner dumped gas on the ground cleaning parts or down the well as they were forclosed on. nothing a $2500 water conditioning system with $500 a year maintenance on wont handle. No we don't drink the water anyway.
