No, do not measure on belt.
My set has a bunch of different rubber points and cups so you can choose the best one to fit the center of the crankshaft on the damper end of the crankshaft. Usually, the damper end of the crankshaft will have a indentation for a puller. I use the pointed rubber to stick into the indentation. You want to be center so you read RPM's not on a belt or edge of something turning. That reading will give you a Feet Per Minute (FPM).
