The problem you have may be one of two:

1 - Cam off one tooth with crankshaft sprocket.
2 – Oil pump out of time – yes they have to be timed also.

I would retime the oil pump first

Step 1 - Position #1 piston at TDC.
Step 2 - Turn the pump’s drive shaft until the slot at the end the drive shaft lines up with the bolt holes in the mounting flange.
Step 3 - Then turn the drive shaft gear one tooth counterclockwise.
Step 4 - Install the pump in the cylinder block being careful not to turn the pump’s drive gear.
Step 5 - Install the distributor with the rotor at the 7 o’clock position.

If you did everything correctly, the rotor will be in the 7 o’clock position and will allow proper timing within the lock plate parameters.
