When you turn the key off the fuel solenoid stops the flow of fuel at the injection pump....on the new Cummins trucks I imaging the computer just stops sending fuel to the injectors & I doubt they have a fuel solenoid anymore but either way, it stops the fuel from getting into the cylinders.
When you have a run-away, the engine finds another source of fuel....turbo leaking, etc. Also, as Paul mentioned above...remember a few years back a new CTD truck that had a run-away in a bodyshop...it was on Ebay...remember? People were speculating that possibly it ran away on the fumes from the paint/thinner.
I doubt it but you never know.
