Since you say everything is new or rebuilt that eliminates everything except the tires. Yes, the tires need balancing without question. I have a Truck Tire shop spin balance my STA Super Lugs 900 x 16 tires.
Last summer the front right wheel weight came off and the vibration at certain sppeds was terrible. I had the tire re-balanced and all was back to normal.
Be sure to go to a 'Real' Truck tire shop, not a car tire shop. A truck tire shop will have the proper size weights. A car place will have much smaller weighs and have to use a lot of them to get balance.
