Chris said it pretty well and I'd go with bad valve job as my guess, not having seen the valves. If the first guy didn't ruin the heads and you can get new seats that will place the valves in the proper location, you'll be all set with the new seats. If they cannot salvage the heads, then you need to replace that motor with the correct, more efficient and powerful Poly.....but you knew I'd say that....= )
