If the pedal is hard when you have pumped it up, then you have succeeded in bleeding the brakes.

If that is the case, you don't have them adjusted close enough, and that is why you have to "pump them up." A simple way to verify this is to use all the adjusters to lock the shoes hard against the drums, preventing any shoe movement when you step on the pedal.

If that gives you a high pedal right away, it proves your brakes are not adjusted correctly. Your drums have inspection holes. Use them to verify the uniformity of the relationship between shoe and drum, all around the circumference.
