First static time it to TDC. Your up and down idle is usually a vacuum leak. Plug both the vacuum advances on the distributor and carb and see if it doesn't improve. The bog off idle as you speed up is usually the accelerator pump leather beng shot. You did not metion if you overhauled it with a kit after you cleaned it. Check www.p15-d24.com in the Tech Tips on info how to static time. Don't be surprised it the vacuum advance on the ignition needs to be rebuilt/replaced. Also, after you run for a bit are the plugs loading up (turning black) ? Idle mixture is best set with a vacuum gauge. Plug the distributor line and attach the vacuum guage to a manifold vacuum line. On my B1C 2wd I use the wiper motor vacuum supply line. Adjust the idle for highest vacuum. Then readjust idle.
