There are several things that may be wrong with that carb. You didn't state whether it was new or not. Center housing of that carb is Phenolic material (Black Section). They had a problem with cracks that developed in them. That is one possibility. The most likely one is that the Float is bad or stuck from sitting too long. Brass floats are great as gas additives don't affect them. Non brass floats however are not immune to all the constant changes in gas additives that tend to eat the protective coating off of the float thus making it into a sponge and it sinks to the bottom of the fuel bowl. Another possibilty is that the float is not adjusted properly. Also, the needle and seat may have dirt lodged in it, in which case it will cause it to hang open and flood out. Check for dirt in it. Check the fuel filter too, as that may be where the chunks of dirt are coming from. I have rebuilt numerous Thermoquads. Unless you have a tremendous amount of experience, I suggest that you leave repair of it to an expert, because this "IS NOT" the carb that you start an apprenticeship on. If you continue to try to get it started with that much gas present in the manifold, then not only are you washing down the cylinders, but you are at risk of "Hydro-Locking" that motor and bending a rod! If you do change carbs, remember to change the oil and look at the spark plugs as well. They are probably gas fouled and black. Good Luck!
