Gas tanks full of gasoline fumes blow up real good, an empty gas tank is about the best bomb that most of us have available in everyday life! Blasted TWA Flight 800 right out of the sky in 1996.
The two "old school" solutions for welding or brazing tanks that I know are to fill the tank with water, or else to fill it with exhaust fumes from the tailpipe. I don't like either one, but I would probably go with the exhaust method if forced to choose. The water method will promote rust, and can't get every gas pocket out.
