As far as axle housing diameter is concerned, PW. M-37 and WC's are the same. So the curvature of the lower pad to match the axle is ok. The problem is spring U Bolt spacing. The M37 uses 2.0" wide springs and the holes in the lower pad is spaced for this 2.0" U Bolt Spacing. The Power Wagon uses 1.750" wide springs with 1.750" wide U Bolts and the lower pad is spaced for 1.750". Mounting M37 Lower Pads on a PW Axle housing will result in using 2.0" wide U Bolts on a 1.750" wide PW Spring, You will NOT have the nice snug fit. I would consider this as DANGEROUS.

Dont do it !

As far as the upper frame mounts, thye just bolt to the frame, so interchange is not a safety issue.
