I alway figured that the winch was controlled from in the cab. Wind in or out with the PTO. The winch dog clutch is only to disengage for free spooling- to pull cable out manually. It only gets used while PTO is disengaged- winch is stopped at that time. The dogs are undercut slightly, to prevent disengaging under a load and having things drop suddenly, as well as to prevent the spool from spinning and causing a back lash situation- I don't carry a pocket comb big enough for use on 1/2 inch cable. I wouldn't use the dog clutch under power, to prevent wearing it rounded and later having it disengage under strain.

Anyways, you ought to be able to clean the clutch while assembled, by sliding it back and forth while cleaning with solvent, brush, etc. Mine (and others) are missing the handle, the only thing that locks it into engagent is the gummyness and the undercut dogs.
