561650 is listed as: Bracket (license and lamp mounting) for all models, WC through WFX in my 1941-47 parts list D-12197.

As it is listed for all models I think it is just the part that the license plate and tail light mount to, not the arm itself.

I know from personal experiance that the pickups and the cab chassis trucks use different arms to mount to different locations.

I also checked my 1947 dealer book, it lists the PW, but not the optional equipment in enough detail.
