Matt, look under the glovebox, where the dash curves under to horizontal rather than vertical. If you find two holes located there in that short horizontal section, and they are about 5/16" of so in diameter and roughly 5-6" apart, this is where the in-cab governor control was mounted.

If you find no mounting holes for the control, the pulley was probably added to the truck for some reason. It may have been attached to a water pump from another truck that was swapped in. This pulley was also used to drive the power steering pump on late 50's Power-Wagons of the same body style.
