I don't know how to ask this without either sounding stupid or sounding like I am being a smartalec. I am not picking on you, but if I understand correctly, this would be a summary of what can and cannot be done:

Assuming I have two WDX-WM300 model Power-Wagons (individual year and model not important). I have clear titles to both of them in my name, frames on both trucks have the VIN number clear and legible, and both trucks have a good door tag with VIN number that matches the truck’s frame.

Assuming one truck is 95% complete, but has a frame that is junk because someone altered its length (shortened or lengthened not important) or was it was otherwise damaged beyond repair. The other truck is only 5% complete. It basically has only a usable frame and the good door tag is still attached to the remnants of a trashed cab. The rest of the usable parts have long since disappeared before I bought the truck. Some may have been sacrificed to install on another truck of a previous owner, some may have been sold to a previous owner’s cousin, some may have been pilfered (makes no difference because this all took place over the past 50 years and no records were kept).

Now, I want to make one good truck out of the two useless ones I have. It sounds like it would be legal for me to take all of the good parts off of the 95% complete truck and put on the frame of the 5% complete one and use the VIN plate that came still attached to the trashed cab. I would now have rebuilt the truck that started out basically as a frame and VIN plate.

On the other hand, it sounds like it would be illegal for me to take the frame from the 5% complete truck and put under the 95% complete truck to replace the frame that was beyond repair. If I did so, the frame number and the data plate number would not match. I could not even transfer the data plate from the 5% complete truck, along with the frame, to the 95% complete truck as a matched set, because this would be transferring VIN numbers.

I guess I do not see what the difference is between the two.
