"Previously scrapped" means that some junkyard turned the VIN number into the DMV as scrapped.

The hassle of bringing back a car or truck VIN number after that was done is a big hassle from what I hear.

Some beat up vehicle found on the side of the road and then brought back to life was not "Previously scrapped" as the DMV knows nothing about the condition or history of the vehicle. This is true no matter how little of a vintage truck or car is left.
