It's what we call a vintage vehicle that's been ruined.

I guess everybody has their own definition.
A Hotrod is usually finished better than from the factory. A ratrod is finished in a basement with a paint brush & has a Pez dispenser for a gear shift lever & coat hangars to tie up the exhaust pipe.
It's a term used to try to make poor workmanship cool.
