I personally had good luck with eBay tires. The ones at the link below are in San Diego, CA. I bought mine from him and the shipping was flat rate $160 anywhere in the U.S. Lately they have been going for $300+ per tire, but if you aren't in a hurry they can be found for much cheaper. Tubes can be found most anywhere, try Vintagepowerwagons.com and use a 9.00R16 tube. I don't know if they have flaps, but those should be at any truck tire store. I think I paid $20 for mine.
