The problem with hand signals isn't with the driver who's using them. It's with the driver behind who's never seen them before and doesn't understand them.

I've used hand signals when I knew I had a burned out turn signal bulb, and after somebody rear-ended me and broke the signal assembly. Given that those kinds of things will still happen from time to time, I think hand signals should still be taught not just so that the driver of the vehicle with the broken signal will know how to signal, but so the drivers in the back will know he's not just waving at somebody or airing out his armpit.
