You did pull the head on the "good" one? Bent pushrods could mean forign object damage, or a previously jumped timing chain. Or very poor assembing? Leaky intake gasket too.

Did the missing push rod fall down into the crankcase? Usually no problem, might be able to fish it out through the drin hole.

If timing jump or forign object, valves may be bent;

You can check valves for seating by spraying WD-40 on the valve and blowing air into the int/ex port. No need to block the port with a rag, too much pressure will push the valve open, and they will all look bad. A liitle foaming is OK.

I would do valve stem seals while the head is off too.
