The first thing I would do is adjust all the slack out of the levers so that you are getting max release of the steering clutches.
Once you get the levers adjusted run the tractor around pulling back on the steering clutch levers and applying the appropriate brake. This procedure worked on my D4, but then it depends on how bad they are froze.
I have heard of some guys having to pull the whole steering clutch assy to resolve the issue.
