What a lot of folk seem to forget is it's not the liquid that goes BOOM, but the fumes. Even if your pumpin straight CO2 into the tank, if ya haven't gotten all the gas out, your in BIG trouble when ya use a torch as it adds oxygen.
I used to repair underground gas tanks (like in gas stations). We developed a new procedure after we discovered the explosimeter was faulty (which is a whole nother story). We'd pump all the gas out, circulate air thru it, then fill it back with water until we cut an opening out on top of the tank, then pump the water back out, rehook the air pumps, then and only then would we go down in the tank to see whhat needed to be done.
