No actually you are in trouble then. There is no mechanical connection between the throttle linkage and the throttle plate. The Governor spring does all of the work to open the throttle plate. All you are doing when you press the gas peddle, or open the hand throttle, is to move a hard stop out of the way so the governor spring can open the throttle plate. When you let off of the gas peddle, the hard stop pushes the throttle plate closed because the spring on the throttle linkage has greater force and overrides the weaker governor spring. Once the governor spring breaks, you can press the gas peddle and adjust linkages all day, but there is nothing to make the throttle plate open.
