Offer the guy $500 if all the major parts are there and usable (with some work). The winches are available at a price, engines are common and cheap. You will probably have another $2,000 in tires, paint, glass, canvas, wiring, gauges, and small parts before you are done and on the road. Good luck on the tailgate, though.
