I don't have any experience with combat rims but I have mounted
lots of tires on different vehicles. One possible cause of your
problem is that one or more of the tires did not properly seat on the
rim(s). You can easily check this by jacking up one corner at a time
and spinning it with some sort of pointer near the outer edge of the tire.
You could also look carefully at where the tire bead meets the rim. It should
be completely uniform around the full circle on both sides of the tire. The
tire should not seem to be going up and down as it rotates.

I suspect this because you are talking about side-to-side shimmy, not just
up and down. Anyhow, you should certainly listen to those other guys about balancing.
They know what they are talking about.
